PFIPC: Reps Uncover Fake Documents, 58 Accounts, N400m Deal

The House of Representatives Ad Hoc Committee investigating the controversial Presidential Foreign Intervention Promotion Council (PFIPC) has uncovered alleged forged documents, 58 bank accounts linked to the council’s purported Director-General, Prince Adeniyi Adeyemi, and an alleged N400 million transaction under investigation.

The committee, chaired by Rep. Yusuf Adamu Gagdi, said its preliminary findings showed that the organisation was not legally established by the Federal Government and that documents allegedly used to give it official recognition were forged, fabricated or altered.

The lawmakers, however, cleared the Chief of Staff to the President, Femi Gbajabiamila, of any involvement, stating that there was no evidence that he authorised, established or participated in the activities of the purported agency.

According to the committee, a letter allegedly appointing Adeyemi as PFIPC Director-General and bearing Gbajabiamila’s signature was not issued by the Presidency.

The committee said the document was not on authentic State House letterhead, contained an invalid reference number and differed significantly from official presidential correspondence.

It also uncovered a purported Executive Order No. 5 dated February 24, 2026, which it said was allegedly used to give the organisation legal backing.

The lawmakers stated that the document was neither issued nor approved through the lawful processes of the Presidency.

The committee further found that a document presented as an Act of the National Assembly establishing the council was allegedly fabricated, saying the purported law was never passed by both chambers, assented to by the President or gazetted as an Act of the Federation.

It also discovered a letter allegedly sent to the Accountant-General of the Federation requesting a government code for PFIPC, but said the document contained fictitious names, offices and designations.

The committee said the State House had confirmed that Gbajabiamila acted after receiving complaints about the organisation, contacting security and anti-corruption agencies, including the Nigeria Police Force, DSS and EFCC, for investigation.

The lawmakers further disclosed that about 39 people were allegedly recruited into the purported agency and that investigations were ongoing into their appointment letters, salaries and possible payments made during recruitment.

They also revealed that preliminary financial information linked Adeyemi to about 58 bank accounts, with some accounts allegedly operated in the names of different agencies, companies and foundations.

The committee stressed that it had not concluded that all the accounts or entities were unlawful.

On the alleged N400 million transaction, the lawmakers said a company claimed it paid the amount in four instalments after being promised a contract involving the renovation, furnishing or improvement of a residence allegedly linked to Adeyemi’s claimed official position.

The committee said investigations were still ongoing to trace the funds, identify account holders and determine ownership of the property involved.

It warned that impersonating the Presidency and fabricating legislative authority posed a serious threat to Nigeria’s constitutional institutions.

The committee recommended that security and anti-corruption agencies complete their investigations and prosecute anyone found culpable based on available evidence.

It added that its findings were preliminary and did not represent a final determination of criminal liability.
