NLC Orders Shutdown Across FCT

The Nigeria Labour Congress (NLC), FCT Council, on Wednesday directed its members across the public and private sectors to commence an indefinite strike, with schools, hospitals and government offices expected to shut down over a dispute with the Federal Capital Territory Administration (FCTA).

The directive, which took effect on October 7, 2026, followed the expiration of a seven-day ultimatum issued to the FCTA on September 8 and what the labour union described as an “ambiguous and dismissive” response to its demands.

At the centre of the dispute is the FCTA’s requirement that teachers must have corresponding vacancies before they can be promoted, a condition the NLC said had no place in the teaching profession and had left many teachers facing prolonged career stagnation.

In resolutions signed by its Chairman, Comrade Knabayi Adalo, the NLC FCT Council argued that teachers were neither core civil servants nor pool staff and should therefore not be subjected to vacancy-based promotion arrangements applicable to pool officers.

The council maintained that teachers were recruited by the FCT Universal Basic Education Board (UBEB) and FCT Secondary Education Board (SEB) specifically to teach and should consequently progress in their careers “as and when due.”

The labour council had earlier demanded the removal of the vacancy requirement and, following the expiration of its ultimatum without what it considered a satisfactory resolution, directed its members to withdraw their services indefinitely.
