INEC: Lagos, Kano, Kaduna Lead 2027 Voter Register With Over 103m

The Independent National Electoral Commission (INEC) has disclosed that Lagos, Kano and Kaduna have the highest number of registered voters ahead of the 2027 general elections, as the national register now stands at 103,428,715 voters.
INEC Chairman, Prof. Joash Amupitan, made this known on Tuesday in Abuja at a stakeholders’ meeting and press conference where he presented an update on the national register following the completion of the commission’s three-phase Continuous Voter Registration exercise and biometric verification.
According to Amupitan, Lagos occupies the top position with 7,488,633 registered voters, followed by Kano with 6,570,276 and Kaduna with 4,662,640, while Katsina ranks fourth with 3,876,051 voters.
Rivers follows with 3,736,434 registered voters, while Oyo and Delta occupy the sixth and seventh positions with 3,588,111 and 3,525,988 voters respectively.
The INEC chairman further listed Benue with 3,057,225 voters, Ogun with 3,037,981 and Bauchi with 3,012,547, completing the 10 states with the largest voter populations.
The three-phase CVR exercise produced 10,772,421 new registrations before the commission subjected the register to biometric verification and a clean-up process.
INEC has also fixed October 9, 2026, for the commencement of nationwide collection of newly issued Permanent Voter Cards by eligible voters.
At the lower end of the register, Bayelsa has 1,200,691 registered voters, while Ekiti has the smallest voter population with 1,055,708.
The Federal Capital Territory has 1,732,043 registered voters, placing it third from the bottom, while Ondo and Gombe have 1,733,641 and 1,768,560 respectively.
Providing a demographic breakdown, Amupitan said male voters account for 53,528,218, representing 51.75 per cent of the register, while female voters number 49,900,497, representing 48.25 per cent.
Voters between the ages of 35 and 49 constitute the largest age category with 43,265,946 persons, representing 41.83 per cent of the register.
Those aged 18 to 34 account for 29,777,576 voters, representing 28.79 per cent, while the 50-to-69 age bracket comprises 22,982,900 voters, representing 22.22 per cent.
The 70-years-and-above category remains the smallest age group with 7,402,291 registered voters, equivalent to 7.16 per cent of the national register.
The commission also recorded 232,658 persons with disabilities across 10 categories, representing approximately 0.23 per cent of the total voter population.
The largest category comprises persons classified under “others”, with 101,183 voters representing 43.49 per cent of registered persons with disabilities, followed by persons with albinism with 44,023, or 18.92 per cent.
Persons with physical impairment account for 27,141, representing 11.67 per cent, while those with visual impairment number 19,936, representing 8.57 per cent, and persons with hearing impairment stand at 14,326, representing 6.16 per cent.
According to Amupitan, 8,832 voters are registered under autism, representing 3.80 per cent, while 7,723 are classified as having cognitive or learning disabilities, representing 3.32 per cent.
He added that 5,755 voters are classified under limb impairment, representing 2.47 per cent, while Down syndrome accounts for 2,008 voters, or 0.89 per cent, and spinal cord injury accounts for 1,656 voters, or 0.71 per cent.
Amupitan further announced that, in accordance with Section 19(1) of the Electoral Act 2026, the register of voters would be displayed for public scrutiny nationwide from October 9 to 15, 2026.
He said the exercise would provide Nigerians with an opportunity to examine the register and raise claims or objections before the 2027 general elections, adding that the display would take place not later than 90 days before the polls.
INEC’s official election timetable currently lists the Presidential and House of Assembly elections for January 16, 2027, while the Governorship and State House of Assembly elections in participating states are scheduled for February 6, 2027.
