Makinde Orders Regulation of Local Security Groups in Oyo, Warns Against Ethnic Profiling

Oyo State Governor, Seyi Makinde, has signed Executive Order No. 001 of 2026 to regulate vigilante groups and other community security organisations across the state.

The order covers the registration, coordination, and operations of all groups involved in security-related activities.

Makinde said the move aims to improve security coordination, prevent abuse by unregulated groups, and avoid ethnic tensions amid rising insecurity.

He signed the order at a press briefing at his Kolapo Ishola residence in Ibadan, with his SA on Security, Mr. Abayomi Fagbenro (Bibire), top security officials and government functionaries in attendance.

The governor thanked residents for remaining calm and cooperating with security agencies during ongoing efforts to rescue abducted students and teachers in Oriire Local Government Area.

Makinde warned against ethnic profiling and targeting of residents under the guise of fighting crime.

He said anyone witnessing criminal activity should report it to authorities, assuring that the government would take action.

Makinde stressed that illegal security groups engaging in ethnic confrontation would not be tolerated.

He urged groups seeking to operate legally to notify the government and assured them of necessary support.

The governor said the regulation reinforces his administration’s commitment to safeguarding lives and property in Oyo State.

He also addressed the recent abductions in Oriire Local Government, promising that security agencies were working tirelessly to rescue the victims safely.

Attorney General and Commissioner for Justice, Abiodun Aikomo, explained that the order ensures accountability and proper monitoring of local security groups.

Aikomo said the rise in unregulated groups could worsen insecurity if not properly managed.

The executive order now requires all groups with more than five members to notify the Office of the Governor through the Special Adviser on Security.

Registered groups will be documented and issued certificates for recognition and monitoring purposes.

Aikomo stressed that the regulation allows the government to identify anyone operating under the guise of security work across the state.

He warned that failure to comply with the order would attract legal consequences.

The Office of the Special Adviser to the Governor on Security, the Oyo State Police Command, and the Nigeria Security and Civil Defence Corps have been tasked with enforcing compliance.

Makinde concluded by assuring residents that all efforts were being made to ensure the safe return of the abducted students and teachers.
