Tinubu Swears In Enitan
President Bola Ahmed Tinubu has sworn in Abel Olumuyiwa Enitan as the new Head of the Civil Service of the Federation (HoCSF), officially marking the beginning of a new leadership era in Nigeria’s federal civil service.
Enitan took the oath of office during a brief ceremony held at the State House, Abuja, following the retirement of his predecessor, Didi Esther Walson-Jack, who exited the position after attaining the mandatory retirement age of 60 years.
The formal transition also featured the signing of official documents by the outgoing and incoming Heads of Service, with Walson-Jack presenting her handover note covering her tenure from August 14, 2024, to August 27, 2026.
Tinubu had earlier approved Enitan’s appointment on August 19, 2026, with the appointment taking effect on August 27, 2026, after he emerged as the most senior Permanent Secretary in the Federal Civil Service.
The President described Enitan as an experienced civil servant with strong institutional knowledge, charging him to consolidate ongoing reforms, strengthen professionalism and improve efficiency across the federal public service.
Tinubu urged the new Head of Service to build a more effective and responsive civil service that prioritises accountability, innovation and improved service delivery for Nigerians.
Before his appointment, Enitan had served as a Permanent Secretary for seven years and seven months, holding key positions across several government institutions, including the Ministry of Police Affairs, Ministry of Humanitarian Affairs, the Office of the Vice President and the Federal Ministry of Education.
An indigene of Osun State, Enitan became the most senior Permanent Secretary in the federal civil service before his elevation to the position of Head of Service, a role responsible for providing administrative leadership and coordinating reforms within the nation’s bureaucracy.
Speaking after his swearing in, Enitan pledged to build on existing reforms in the civil service, stating that his administration would focus on strengthening systems already established rather than creating unnecessary disruptions.
The new Head of Service succeeds Walson-Jack, who was appointed by President Tinubu in August 2024 and retired after completing her statutory service period.
Enitan’s appointment comes at a time the Federal Government is pushing reforms targeted at improving efficiency, digital transformation, professionalism and accountability within public institutions.
The Head of Civil Service of the Federation is the highest-ranking administrative officer in Nigeria’s federal civil service and plays a central role in implementing government policies, coordinating ministries and strengthening public sector performance.
