State House Denies Creating PFIPC, Disowns Documents

The Presidency has denied any involvement in the establishment of the Presidential Foreign Investment Promotion Council (PFIPC), insisting that it neither created the body nor requested a budget code for its inclusion in the 2026 Appropriation Act.
The denial was made on Thursday during an investigative hearing by the House of Representatives Ad-hoc Committee probing the alleged creation and funding of the controversial council.
Officials from the State House and the Federal Road Safety Corps (FRSC) appeared before the committee as lawmakers examined how the council allegedly secured recognition, gained entry into government processes and received an allocation of about N1.3 billion in the 2026 budget despite questions over its legal status.
Representing the Permanent Secretary of the State House, Director of Administration Abdulkadri Idris told the lawmakers that the Presidency neither initiated nor authorised the creation of the council and did not communicate with the Office of the Accountant-General of the Federation regarding a budget code.
“I want to state that we did not send any correspondence nor any request to the Office of the Accountant-General in respect of this council. We don’t even know anything about this council. We never heard about this council until we started seeing it in the media,” Idris said.
He explained that the State House lacks the statutory authority to establish government agencies and could not have issued any document creating the council.
Idris further described some documents presented before the committee, which purportedly originated from the State House, as fraudulent.
The committee is investigating the circumstances surrounding the alleged establishment of the PFIPC, its inclusion in federal government processes and how it secured funding despite concerns over its authenticity and legal backing.
