U.S. Indicts Former Cuban Leader Raúl Castro Over 1996 Civilian Aircraft Shootdown

The United States has formally charged former Cuban President Raúl Castro and five associates over the 1996 missile attack on two civilian aircraft operated by Brothers to the Rescue.
The indictment includes Lorenzo Alberto Perez-Perez, Emilio José Palacio Blanco, José Fidel Gual Barzaga, Raul Simanca Cardenas, and Luis Raul Gonzalez-Pardo Rodriguez.
The attack killed four Americans, Carlos Costa, Armando Alejandre Jr., Mario de la Peña, and Pablo Morales, while they carried out humanitarian missions to aid Cuban migrants.
U.S. authorities allege fighter jets under Castro’s command deliberately fired on unarmed planes over international waters on February 24, 1996.
Acting U.S. Attorney General Todd Blanche said the charges demonstrate Washington’s commitment to securing justice for American citizens killed abroad.
Blanche added that this indictment marks the first time in nearly seven decades that senior Cuban leaders have faced criminal charges in the U.S. for violent acts against Americans.
Convictions could bring life imprisonment or the death penalty, while charges related to aircraft destruction carry sentences of up to five years.
Many Americans on social media praised the move, calling it a long-overdue measure that finally acknowledges the victims’ families.
Some analysts, however, warned that the indictment is largely symbolic since the defendants are unlikely to face trial outside U.S. jurisdiction.
Others expressed concern that the charges could complicate U.S.-Cuba relations amid ongoing diplomatic negotiations.
A section of the public argued that decades of inaction had weakened trust in international justice systems, while others welcomed the reaffirmation of accountability.
