Reps Move To Strengthen Intelligence System With DSS Research Bureau Bill

The House of Representatives has approved a bill seeking the establishment of the Department of State Services (DSS) Research Bureau to strengthen intelligence gathering, security research and the development of indigenous security technologies in Nigeria.

The bill, which scaled legislative approval at the Green Chamber, is aimed at creating a specialised research institution that will support the DSS with advanced intelligence analysis, innovation and strategic security solutions.

The proposed bureau is expected to focus on research and development in areas such as emerging security threats, counterterrorism strategies, cybersecurity, intelligence technology and other areas critical to national security.

Lawmakers said the initiative would help Nigeria reduce dependence on foreign intelligence tools and encourage the development of homegrown technologies capable of addressing the country’s unique security challenges.

The move comes amid growing concerns over evolving threats, including terrorism, banditry, cybercrime, organised crime and other forms of insecurity requiring stronger intelligence capabilities.

Supporters of the bill argued that modern security operations require more than conventional policing methods, stressing the importance of research driven intelligence to anticipate and prevent threats before they occur.

The proposed DSS Research Bureau is expected to provide a platform for collaboration between security agencies, researchers, technology experts and other stakeholders in developing solutions for national security challenges.

The bill will now proceed through further legislative processes before it can become law, including consideration by the Senate and eventual presidential assent if passed by both chambers of the National Assembly.

The development is part of ongoing efforts by the Nigerian government and lawmakers to reform security institutions and improve intelligence coordination in response to increasing security demands across the country.
