SA Security Bibire Inspects Enforcement Of Executive Order 002 Across Ibadan, Commends Compliance

The Special Adviser to Governor Seyi Makinde on Security Matters, Abayomi Fagbenro (Bibire), has carried out an overnight inspection tour across Ibadan to assess the level of compliance with Executive Order 002, which is currently in force across the state, as part of efforts to ensure that the directive is effectively implemented.
Recall that the highly performing Governor of Oyo State, Engr. Seyi Makinde, signed Executive Order No. 002 of 2026 restricting the operation of commercial motorcycles (okada) across the state to between 5:30am and 10:30pm daily as part of measures to strengthen security.
To monitor the level of enforcement, Bibire, accompanied by his team, began the inspection yesterday at about 10:30pm and continued until after 2:00am, visiting operational points of agencies including Amotekun Corps, Operation Burst and the Police while moving through different parts of the city.
The team drove through areas including Apata, Akinyemi Odo-Ona, Oluyole, Challenge, Mapo, Gate and other locations across Ibadan, where Bibire assessed the operations of security personnel stationed at various points and appreciated their commitment to maintaining security and ensuring compliance with the Executive Order.
Speaking during the inspection, Bibire expressed satisfaction with the level of compliance by Okada riders across the city, noting that many riders had respected the directive and adjusted their activities in line with the order, while he also appreciated the security agencies for their commitment and continued patrol efforts during the late hours.
However, a few Okada riders who were found outside the permitted period were challenged by Bibire and his team, and when asked if they were aware of the Executive Order 002, they confirmed that they were aware, after which they were warned to desist from further violations as anyone found flouting the directive would face the full consequences of the law.
Bibire also inspected the enforcement of proper vehicle documentation, including the use of number plates, as part of measures to improve identification of vehicles and support the overall security efforts of the state.
The Security Adviser commended residents of Oyo State for their cooperation and support towards the ongoing security efforts of Governor Seyi Makinde, urging continued obedience to the Executive Order as the government and security agencies work together to maintain peace and safety across the state.
The inspection was part of efforts by Special Adviser on Security Matters to monitor the practical implementation of the executive order and ensure that the directive continues to serve its purpose of improving safety and security across Oyo State in the interest of the people.
